The main character of the film "The Last hippy in the USSR" is Ilya Soloviev. He lives in the city Rybinsk near Volga — river. He looks at all events happening in the city through the lance of his love for the history of rock-music, blues and jazz. The story is set in 2012 and we can see four seasons during the year. City Holydays, the arrival of an American singer, Vysotsky’s birthday, Beatles festival reveal Ilya as a talented person and an expert in the 20 century’s music history.

Ilya prepares speeches for all these events, and in all his texts there is a hint of soviets official style and folklore tone. Ilya helps us open the hidden side of the simple Russian town Rybinsk and its ordinary inhabitants.
